Real no. 9., calendar no. 64. : the Committee on Agriculture, to whom was referred so much of the Governor's message as relates to the distillation of grain, have had the same under consideration, and beg leave to submit the following report : your Committee ... concur in the opinion that very rigid restrictions on the distillation of the cereal grains has, in the present condition of our affairs, become a moral and political necessity ... your Committee, therefore, recommend the passage of a law prohibiting totally the distillation of grain in this state, except in such quantity as may be found absolutely necessary for medicinal purposes, and they ask leave to report by bill : O.R. Broyles, chairman : in the House of Representatives, December 3, 1862--read the bill the first time : a bill to suppress the undue distillation of spirituous liquors from the cereal grains of the state.
