Real no. 4., calendar no. 41 : the Committee on Commerce and Manufactures, to whom was referred a bill to prevent and punish extortion, respectfully report, that they have had the bill committed to them under mature consideration, and heartily approve the principle of the measure : that extortion in the sale of the necessities of life in this period of war and scarcity, has become a crying enormity, which demands legislative rebuke and severe punishment ... your Committee therefore recommend the passage of the bill referred to them, with the following amendments ... respectfully submitted, Richard Yeadon, chairman : in the House of Representatives, December 2, 1862, read the bill the first time : a bill to prevent and punish extortion.
