Real no. 27., calendar no. 138. : the Joint Committees of the two Houses, composed of the Military Committee on the part of the Senate, and the Committee on Colored Population on the part of the House, to whom was referred message no. 6, of his Excellency the governor, in reference to the adoption of some "concerted plan for furnishing negro labor as soon as possible in order to provide for the defences in and around Charleston," ask leave to report : that they have given the subject all the attention and consideration their limited time would admit of ... they therefore recommend the passage of the accompanying bill ... respectfully submitted, J. Harleston Read, chairman of Committee on the part of the House. : Thomas Thomson, for the Committee of the Senate : in the House of Representatives, December 8, 1862--read the bill the first time : a bill to organize and supply negro labor for coast defence, in compliance with requisitions of the government of the Confederate States.
