Real no. 5., calendar no. 31. : the Committee on the Judiciary, to whom was referred so much of the message no. 1, of his Excellency the governor, as relates to abolishing the office of paymaster, report : that on investigation, they find that ever since 1860, the general staff has been paid as if we had an army in the field ... your Committee is of the opinion that all the duties of these officers, in so small an establishment, can easily be discharged by the adjutant and inspector general ... and recommend the adoption of the following bill : respectfully submitted, W.F. Hutson, chairman : in the House of Representatives, November 28, 1863--read the bill the first time : a bill to consolidate the offices of the general staff.
