Real no. 21., calendar no. 104. : the Committee on Finance and Banks, to whom was referred a bill, to punish persons or corporations for purchase or sale of bills with any of the local banks of any state in the Confederacy at a premium, respectfully report that they have considered the same, and have come to the conclusion that it is impractical to remedy the evil complained of by legislation : the Committee, therefore, recommend that said bill do not pass : respectfully submitted, Samuel McAliley, chairman : in the Senate, December 8, 1862, read the bill the first time : a bill to punish persons or corporations for purchase or sale of bills of any of the local banks of any state in the Confederacy at a premium.
